• The Citizens Advisory Committee (CAC) and Technical Advisory Committee (TAC) are expected to act as a major resource for the airport staff and consultants in developing alternatives for study and ultimately recommendations for action. As a body, the committees will be consulted throughout the study, and members’ views will be carefully considered.
• The CAC and TAC will work toward consensus among its members; however, this is not required for the adoption of a study recommendation. The group will not vote on issues, as all views, not just the majority, will be respectfully considered. Where there are differences of position, minority position(s) will be fully recognized.
• The consulting team will be responsible for running and facilitating meetings, for making certain that all points of view are recognized and for insuring that no one person or perspective is allowed to dominate.
• Spirit of St. Louis Airport and its consulting team will accept the responsibility to provide the committees with timely notice of meetings and ample time to review technical material before a response is required.
• The role of the CAC and TAC members will be to provide input, review the work of the consultant team, communicate with their respective constituents about the study, and provide comment on the study elements.
• Committee members:
• will accept the responsibility to attend meetings, read material, and come to meetings prepared for productive discussion and interaction;
• will recognize the legitimacy, interests, and opinions of others, taking time to listen to and understand comments from all participants;
• will share committee time so everyone has the opportunity to participate.
• When making public statements concerning the Study or the Airport, members will speak only for themselves and the constituents they represent, and not for the committee or for any other member.
• Members of the general public attending committee meetings will be able to speak at the close of committee business. Time will be allotted for that purpose as necessary.
